Our Mission

Purpose


The purpose of the Santa Clara County School's Insurance Group (SCCSIG) is to provide to the members the long-term cost effective capabilities of self-insurance pooling and the joint purchase of insurance.

Beliefs

  1. We believe SCCSIG reduces insurance costs to members thereby increasing resources for education.
  2. We believe that SCCSIG mitigates the cost of insurance through pooling and loss control activities providing long-term stability to members.
  3. We believe that SCCSIG fosters high quality relationships to better serve the diverse needs of our members.
  4. We believe that SCCSIG provides expertise and support critical to meeting the risk management and administrative needs of members.
  5. We believe that SCCSIG provides resources to reduce the administrative burden members.
  6. We believe that SCCSIG needs the long-term commitment of its members to be successful.

2004/05 Strategic Plan

I.   Workers' Compensation

     Objectives

 

     A.  Reduce frequency of claims by 10%.

Strategies:

1.   Provide training in claims reporting to member districts.

2.   Evaluate establishing claim reporting function at SIG.

      " Hire staff to report/advise/screen claims from district staff.

3.   Assist members in determining whether a first aid case handling approach is viable.

     B.  Reduce Cost of claims by 10%

Strategies:

1. SIG staff to assist with case management

    " Aggressive follow-up on potential fraud.

2.  Assist members with establishing practices for routine follow-up with employees.

     " Calendarize follow-up phone calls to claimant

3.  Establish and advise on how to better utilize medical provider network (MPN).

4.  Develop and assist in implementation of Return-to-Work programs.

II.  Property & Liability

     Objectives

     A. Reduce Rates & Target 10% reduction in frequency by 2007

Strategies:

Identify focus districts to encourage accountability.

More training for high exposure claims.

Periodically evaluate excess programs for cost and coverage.

Evaluate possibility of Ex-mods for members of the pool.

III.   Health & Welfare

       Objectives

       A. Santa Clara County Schools' Insurance Group (SCCSIG) will identify options in Health & Welfare coverage that

           will align annual premium growth to less than 10%.

Strategies:

Aggressively market coverages to increase competition.
" Non-commission broker(s) to survey coverages and market.

Explore other plan designs to offer membership.
" High deductible plans.
" Health Savings Accounts.
" Fully insured vs. partially self-insured.

Support insurance committees in member districts to educate consumer.

IV.   Services: Professional Development

       A. Santa Clara County Schools' Insurance Group will provide a variety of training opportunities for members.

 

 Provide annual executive training opportunities for up to two employees from each district.

 Provide two large-group training sessions per year on current hot topics.

 " Workers' Compensation claims administration at site/district.

 " New legislation/regulatory changes in workers' compensation.

 Conduct quarterly Safety Committee Meetings for safety, compliance and regulatory support for districts.

 Annual forklift certification training.

 Annual School Security Training.

V.  Obstacles

      Predicting the market

      Santa Clara County Schools' Insurance Group so closely involved with broker/consultants.

      Access to district staff for training.

      Internal expertise on workers' compensation.

      Need for neutral 3rd. party advice.

      Limited resources to implement new objectives.

      Lack of accountability on the members for results.

      Limited financial and administrative resources of districts.
