Title: Director of Project Management, Property
Location: Santa Clara County, CA – Hybrid (Home & Office)
Salary Range: $160,000-$195,000 + Unrivaled Benefits
Supervisor: Executive Director
Travel Required: 90% Local
Position Type: Full-Time Exempt
Job Purpose: Under the direction of the Executive Director, this job will provide expert-level leadership and support in the remediation of property losses and related risk mitigation to member school districts of the Santa Clara County School Insurance Group (SCCSIG). This position’s primary responsibility is to assist and facilitate the resolution of property losses and their necessary repairs and replacements. Resolution includes managing the flow of invoices from contracted vendors, checking their accuracy and fairness, as well as managing the response time, and setting membership expectations on repairing property damage and losses.
Additionally, the position will assist and coordinate with various partners and members as needed, on developing, coordinating strategic, safe, and compliant practices that reduce property exposures related to facilities and operations in public education settings. The ultimate objective on this role is to help provide schools with expert level support to help resolve property damage with minimal member district involvement. This position plays an important role in providing JPA members added value, achieving its mission to support member districts in remediating and when possible, preventing property losses to ensure safe and secure school campuses.
Essential Duties:
Risk Mitigation & Compliance
● Advise and provide the be-on-the-ground support for districts to reduce facilities-related hazards through proactive risk assessments, preventive maintenance strategies, and implementation of health and safety protocols
● Ensure compliance with all evolving and existing local, state, and federal regulations related to environmental health, building safety, hazardous materials, indoor air quality, fire codes, and worker safety (e.g., IIPP, IPM, OSHA). Working knowledge of CUPCCAA is needed
● Serve as a resource and partner for emergency preparedness, facility security, and disaster response planning
● Co-Lead safety audits, develop risk mitigation recommendations, and help coordinate pool wide safety training as needed
Facilities Oversight & Strategic Support
● Consult with districts to develop strategic facilities master plans including deferred maintenance schedules
● Collaborate and lead as necessary solution providers in the schools safety space
Operational Leadership
● Provide leadership on custodial grounds, and maintenance practices, including preventive maintenance programming and emergency response
● Collaborate and manage third party partners serving member districts to ensure effective performance
Collaboration & Communication
● Serve as a liaison between chosen third-party partners and SCCSIG member district facilities teams, site administrators, and business officials to promote consistent practices and collective problem-solving. As necessary, coordinate pertinent training programs
● Develop toolkits, manage data sets related to losses and cultivate relationships with member district teams and associated local first responders as appropriate

• Perform other related duties as assigned
• The Executive Director may revise the essential duties and reporting relationship of this position at any time
Qualifications/Skills:
Education, Experience & Knowledge
● Bachelor’s degree in architecture, engineering, construction management, business administration, public administration, or a related field ideal but not necessary; Master’s degree or related Industry certifications are welcomed
● Minimum of five (5) years of progressive experience in facilities management, operations, risk management, or related leadership roles, preferably in public K-12 setting but not necessary
● Knowledge of principles of risk assessment and mitigation in school facility environments
● Familiarity of public-school facility laws and regulations, including California Education Code
● Understanding of environmental health and safety standards, including hazardous materials handling, indoor air quality management, and emergency response protocols
● Training program development and adult learning principles
● Proficiency in Xactimate and similar construction management software including working familiarity with Prevailing Wage Schedules would be ideal but if not, training will be made available

• Analytical, strategic and critical thinking skills to conduct thorough investigations, process and distill complex information and data for clear conveyance balanced with grasp of clear and integrous business tactics
• Team orientation and ability to work reliably, collaboratively and collegially with other external partners, internal staff, members, the professional community, and general public
• Ability to work with little general supervision or as directed; self-initiative and sound judgement are requisites. Comfortable managing but not overwhelmed by details balanced with intuitive knack for the big picture
• Excellent but natural and intuitive customer relations skills. Relationship building with member districts is an essential component ensuring success in this role
• Effective organizational and recordkeeping skills
Physical and Other Requirements
• Ability to work in and outside of office setting; occasional but regular use of ladders to climb roofs as needed; much walking of school campuses in order to perform fully duties described above
• Possession of a current California Driver’s License and successful completion of SCCSIG’s standard background check are conditions of employment
About Santa Clara County Schools’ Insurance Group: SCCSIG is a Joint Powers Authority providing various insurance, safety and compliance programs and support for K-12 school districts throughout Santa Clara County and more recently, San Francisco County. We facilitate in the delivery of remediation, safety programs and benefits plans, including property/liability and workers compensation coverage involving upwards of up to 30,000 school employees and 100,000 students covering about 225 campuses at any given time. The JPA is manage by a staff of 5 full-time employees under the governance of a Board of Directors. The JPA was formed in 1979 and has remain in continuous service since.
